Goods and humanitarian aid can enter Gaza through tightly controlled border crossings with Israel and Egypt. However, the flow of goods is often limited or interrupted due to security restrictions, inspections, and closures. Materials considered "dual-use" (with potential military application) are especially restricted, which affects reconstruction efforts.
